  You can try the following.

  Shut down the laptop.  Tap away at f8 that you start the laptop to enter the Windows Recovery Console.  Use the arrow keys to select Safe mode and press ENTER.  If windows will load in this mode, on the Start Menu, click principally made programs, click Accessories, click System Tools and run the system restore.  Choose a restore point at least 24 hours prior to the issue of logon and then proceed to the restoration.  When you are finished, Windows will restart as normal in order to check if you can now connect correctly.

  Another option if the above does not help is as follows.

  Shut down the laptop.  Tap away at f8 that you start the laptop to enter the Windows Recovery Console.  Use the arrow keys to select "Start using last good known Configuration" and press ENTER.

  Try to clean the files from my external hard drive and the Mac and put on iCloud in order to free up space. But, iCloud repeat that it cannot transfer files because there is not enough space. But when I check the info it says I still have over 180 GB of storage space... I want to only 130GB of transfer in iCloud. Why won't it let me?

  Not sure if you're aware but iCloud is mainly designed for the synchronization of data between devices and not as a cloud storage location only. If you have iCloud drive turned on in your Mac and you then attempt to move 130GB of an external hard drive to iCloud, it will automatically also an attempt of placement than 130 GB as a local copy on your Mac (use the menu go to Finder > iCloud drive to access the local copy).
