  You could, but the last part of your question is not.  iCloud does not work like that where you can store all your photos, then delete them your phone in free disk space.  What you are referring is a third party application like Dropbox, Flickr or Google Photos (my favorite).

  And you make a reset disk on that machine, not another machine and make you before you forget the password, not afterwards.

If you use OS X 10.10.3 or later you can turn on iCloud library opening the Photos app, then go to preferences.
