Product licenses Creative cloud on a shared computer

I have a computer in my company that is used in a room photo.  This computer is used by 3 to 5 people to take pictures and we must change these photos using Photoshop.  How can I get a license on this shared computer now that Photoshop is not available per box more?  This computer room photo isn't the main computer of any user in my office, it's really a shared computer is probably a few times a week.

I tried everything I can think of to get an answer.  The representative of Adobe said that they license is no longer a machine and that I would need to obtain a license for each user than expected on the use of this machine.  As I mentioned, it's a computer shared so allowed up to 5 people to use in a practical purpose would have cost more than $1,700... per year!  This financially meaningless.  So, after a lot of testing, we have moved to a free platform, GIMP.  Yes, I know that GIMP is not photoshop but for our shared machine, the software does what it takes.
