There are several methods to reinstall Vista.
There is no Windows Vista downloads available from Microsoft.

Windows 7 Starter HP Mini 110 laptop lost administrator password
Hello. My sister got a laptop for Thanksgiving ' 09 and that she had abandoned for at least a year. Very recently, she tried to start, but she forgot her password. The user is the only user on the computer. I tried pressing F8 and go to repair or networking safe mode. I can't find another method that may work. She was getting upset because she thought she would never be able to use his cell phone again. The laptop is not a CD player, so I can't use a disk repair or a Windows 7 boot disk.
