Step 2: I have patched the system with patch 9413827
I got the error:

Check the MOS 9706490.8
9413827 is part of the GI DIET 2 block.
9706490 includes for example GI PSU 2 includes the GI PSU2 11.2.0.1.2, where the fix for 9413827.
If you just need to apply 9706490.
