About an order removing, loading incomplete orders... How to limit this

Currently, whenever I'm deleting the current order, the order is deleted from the repository and it loads the previous incomplete orders. If there is no incomplete command in the repository, it generates a new order. But now what iam looking for is incomplete order should not get charged, even if there is incomplete orders in the repository.

Whenever I have remove the order it should generate a new order. Is it possible to restrict the loading of incomplete orders.

You can substitute under method in CommerceProfileTools.java to restrict the old orders of loading of the DB.
