Are not supposed to get a Windows 7 recovery disk, when you buy a new computer?

My Windows XP operating system has been replaced by Action Computers, Inc. with Windows 7.  They chose not to attach an E.U.L.A. on my flat HP Compaq desktop computer.  There a XP E.U.L.A., making me a lot of good.  I called Action and Mike told me I could buy Windows 7 to replace my software.  Are not supposed to get backup capabilities with the purchase of a PC with Windows operating system installed?

The standard process is supposed to be to create a factory restore Partition on the hard drive.

You will need to get your provider: if they created this partition AND how to access it.
