    When you say that it connects what you mean exactly. The device appears in Device Manager? If so, is it under the appropriate name, or is it an 'unknown device '?
    Do you have any other Bluetooth compatible device connected to the PC?
    The problem here is that you have a device designed with one goal in mind, to be used on the XBOX 360. In fact, I can not even find the device listed in the Windows 7 Compatibility Center.
    Since you actually have the device in hand, you might want to try searching again once well because the Compatibility Center has some great resources for hardware problems.
    However, if you can't find it, and it is not listed, you can try this solution I found.

    You'll want to download the Windows Mobile Device Center from the link above and install it on your computer.
    In Device Manager, then you will see your device listed, I think as 'unknown device '.
    Right-click, and then click Update driver software
    Click Browse my computer for software
    Click on "Let me pick from a list of drivers for devices on my computer.
    Select 'Bluetooth Radio' from the list.
    In the next window, you'll want to choose the one listed "Cooperation from Microsoft.
    In the list of drivers, select the most recent titled "Windows Mobile-based device support".
    Follow that all the prompts on screen and keep in mind that you may have to restart the computer once it is all done. And if still no luck, you can try to remove the device from Device Manager first and try again.

    You don't need an ispw file.

    1. Remove all cables from the Apple TV. (if you have not you won't see Apple TV in the iTunes Source list)
    2. Connect the USB micro cable to the Apple TV and to your computer.
    3. Plug power supply (only for the Apple TV 3)
    4. Open iTunes.
    5. Select your Apple TV in the devices list, and then click on restore.

    (You already have a micro USB cable if you have a camera or other digital devices)

    If your Apple TV fails to restore via iTunes...

    • Check that you have properly followed the instructions for your model of Apple TV.
    • If this is not the case, already, try using a powered USB port.
    • Repeat the process, but this time try to connect the cable while iTunes is closed.
    • Repeat the process with another cable.
    • Try to restore the Apple TV on another computer at another location.

    A little more than a week ago, I bought an iHome iBT3, which is a protected against splashing, triangular-shaped speaker. It has bluetooth, which I used about three times now and it was working fine until today.

    The other day I had a problem with my iPod which translates into me trying the three methods; force reset, recovery of the device and reset all default settings. Although I have fixed my previous issue, when I tried to connect my speakers today, connected devices emerged as two things that I had never seen before. I chose the setting for iPod to 'forget' the devices and tried to connect my speakers.

    I watched for 15 minutes. The speaker tried to connect and connect and connect the iPod has tried to find the device, and they never linked between them; my iHome does not appear on my iPod and my iPod never read that there is a device in the region.

    I tried to force the delivery twice, the iPod and it has nothing and if it should happen again, I really, really don't like to restore my iPod because it took me two days and multiple handfuls of hair to do such a thing.

    Can I do to get my two devices to connect with each other?

    Yes, it's easy to do! All you have to do is open the Apple Audio MIDI setup in your Utilities folder, and then click the sign in lower left of the window to create a multiple output device, choose your internal speakers and your bluetooth speaker (this should be even with your computer) you should see the multiple output device in the right window.  Go into your system preferences > sound and select this multiple output as source of output device. You should hear the sound in both devices.

    Note that, in the Device Manager, under Bluetooth, nowhere the name DELL drivers.  Everything that I see there:
