  The only way to install an ipad app is through the app store.  PC or Mac software does not run on the ipad.  Search in the contacts link at the bottom right of this page.  Give apple a call.

Where you work on an empty layer, make sure that your auto to check the ' sample all layers ' (mine is unchecked) property in the top bar.   Some have suggested to go to icloud.com, sign in with your apple ID and remove your device from your cloud account, and then try to activate again.

  Others have suggested to simply try to restore the factory via iTunes on your computer settings.

  The restoration works for others once they go to iCloud.com and remove their device.

  Option 4 is just wait and see when Apple can issue a fix.
