Can't figure out the settings for the correct video dimensions

I'm using version CS4. I need help with settings for my projects. The dimensions of the frameworks I capture my Canon HV20 or my computer files I import are still too large in the working window. So I have to reduce the size of all the files of 46%, and then, they fit perfectly. But when I finish the project and export it, there's a big band of black around the video and the video fills only half of the screen.

I know it is a settings problem - there are so many choices and I made the wrong ones. It's so frustrating

Do new sequence within the project with the correct settings.

Copy images of old sequence in a new.

When convinced erase old sΘquence.
