Can you upgrade to Windows 7 as a stand-alone full disk?

OK here is my delima ive got Windows 7 upgrade version and version XP, with win 98se complete, is it possible that I can buy another drive for win 7 on a full installation disc? or am I screwd and I need but all this?

You do not even need to buy a new drive, you can just buy a new product key for a full version license license and use it with your existing drive. This is the product key that determines whether it is an updated version or full.
