Cannot download Windows 8.1 update due to unrecognized BIOS version

I have a SVD13217PAB - aka - Sony Duo 13... I'm trying to download the 8.1 windows update of windows store but I am facing the following problems in chronological order:
(1) after the median point in the update download long journey, the computer gave a message saying that my BIOS needs to be updated, however, I've updated the BIOS last week.
TAP 2) down the download and went to Sony support link associated with the 'windows 8.1' object and learned that I have to take care of some driver updates and save the system which gave me a good preparation that should have done earlier.

I can't download Windows 7 Upgrade Advisor. Everytime I try it says "Connection interrupted", but there is nothing wrong with my connection.
