  You are doing nothing wrong. In fact, we are in error. This is a bug. This bug has been marked as fixed for our next release, if.   You can do this with a single command.  Run your export as usual and add the query parameters for 4 tables you want all the lines:

  expdp... query = schema1.table1: "where rownum = 0" query = schema2.table2: 'where rownum = 0'...

  It is best to place the query parameters in a parameter file if you don't have to worry about escaping special characters of the OS.
