Caught in the maze of information Adobe and unable to find my way

I am a native English and live in France. (Already, I prefer the English, but in a zeal to Adobe for optimization, they impose the use of the French, or another ten minutes of time to research to find out where and how to customize the interface of language.)

In any case...

Yesterday, I bought a copy of Photoshop elements 13 because I needed a picture handling and resizing tool that offers a minimum of overlay options. The retailer had no idea he was selling so that the entire discussion moved eventually around the question of the price.

On the assumption that I bought a part of the functionality of Photoshop, I agreed to spend € 100 to buy the software via a "download the software map' (plastic a card with a serial number that leads to a product license).

First of all, this morning I found the Web page managing these serial numbers (www.adobe.com/go/getserial) returns a 404 error, does not work!  Then, I found that for me to download and install 13 items I need to buy a new machine or incidentally, a machine with an equivalent of minimum treatment at or below what I currently use (a Dell Inspiron Duo-core with 2 GB) of RAM runs a Vista platform (perfectly adapted to my needs). One might think the House was to promote the sales of Windows 7 and 8?

At this point, I know that I'm caught in a maze of information (Yes, the maze metaphor() with open Adobe 9 tabs in my browser Chrome (which this one) and no earthly idea where to find basic services I was looking (overlay with photo resizing capabilities feature). So, I wait for a contact. I think about what I was looking for and "open debate" on the support forum.

The fact is that I'm looking for basic functionality, not the space age technology: once again, the features of superposition with photo resizing capabilities. I don't know if Photoshop elements 13 serial number that I bought for € 100, this is what I hope it will do, and I find that I have to buy a new machine to try to find my own answer.

My question to the forum contributors:

(1) is there a work around for the minimum requirements of site? (You can even enjoy the Kafkaesque absurdity of your reading my metadata machine and decide for me that I can't run your last version because "you do not support it", even though my machine meets your requirements?

(2) can I buy and download a basic version of Photoshop for personal and non-professional use? The version I learned photoshop on was V7.0. It was more than satisfactory. Even the Crerative Suite (at least up to CS3) versions were available. Can I buy an older version for personal use?

(3) why didn't everyone understood that there are applications much more everyday and practitioners that there are power users? Why don't have him fits the "versioning" understood and adapted from a version in the range of 100 to €150, rather than to focus on the 'Treaty' the market like Adobe has always (always!). Maybe Adobe has finally reached the market power, it has always sought and, indeed, exceeded their social utility.

  1. The link: www.adobe.com/go/getserial works very well and it redirects me to: https://redeem.licenses.adobe.com/getserial to get the serial number once you have the code by hand. Can I please ask to try this link if you have not already tried. In addition, if this error link, please try another network as there is a problem with the network as well.
  2. Yes, you can buy Photoshop CS6 using this link: Creative Suite 6
  3. According to the minimum requirements referred to in the help document, Vista is supported up to Photoshop CS5 and products & PSE 12 and under products. Anything above that might work / might not work, but we do not recommend using Photoshop or Photoshop elements 13 on Vista because it might be the problem of compatibility and support limits.
