If the device is not compatible with Windows 7, then you will need to contact the manufacturer of the hardware device and check whether they have the fix published to make the Windows 7 compatible device.
You can also use the Windows 7 Compatibility Center to find out if your phone is compatible or not

See the link to install the drivers for the Dell OptiPlex GX520. The drivers are not available for the Windows 7 operating system. Therefore, I suggest you to install in compatibility mode and check if it works:

Computer is Windows 7 Ultimate 64 bit. Firefox has work fine for over a year on this computer. 16-bit applications are not supported in 64-bit Windows versions.
If you use Windows 7, then you can install Windows XP mode and then install the game in XP mode and check if you can play the game or not.

I suggest you make the SFC scan.
File system (CFS) Auditor verifies that all Windows 7 system files are where they should be as they are by default and not corrupted, changed or damaged.
a. Click Start, click principally made programs, accessories, right-click on command prompt and select run as administrator.
b. click on continue or provide administrator credentials if prompted.
c. in the type in the following command prompt window and press ENTER:
sfc/scannow
d. you should see the following message on the screen:
From the analysis of the system. This process will take time.
Start of the phase of verification of the scanning system.
