Computer lockout windows laptop 7 - can't access bios or change start-up. Even change the hard drive has failed

HELP! @ I got locked out of my laptop with a password that appears immediately at startup.   nothing works to get around,

cannot enter bios setup or change your startup.  3 tries, then "System Halt" appears.   I even tried to change the hard drive to reformat

He and restore again.  No change.  It must be a bios password that I never have.  Any ideas how to get control of my back to laptop?

I have a click right and searched around in properties options but can't see a prompt to put in my old XP password for access. Of course, this should be possible somehow, can anyone offer advice?
