  I have a good amount of information which I hope will be your answer useful lol.
  For starters, what Anti Virus do you use, the "netsh.exe" has been know to be infected by the virus and be put in a folder by some anti-virus. So I would check that out in your antivirus, I had this info at the following link:

  First of all, you can not install SP3, except if you have SP2 installed successfully. Since you have SP1a, you need install SP2, then try to install the SP3 and IE8.

  In addition, this can happen if your SP service pack is damaged/corrupted.

  Looks like DLL file or the missing link between the Dynamic link Library & the missing registry entry. To replace the Dll files missing please go ahead and run the scan by following the simple steps below using the System File Checker tool and check if it does the trick.

  To help resolve this problem, use the tool (SFC.exe) System File Checker to determine which file is causing the problem and then replace the file. To do this, follow these steps:

  1. Open an elevated command prompt. To do this, click Start, click principally made programs, Accessories, right-click guest, and then click run as administrator.  If you are prompted for an administrator password or a confirmation, type the password, or click allow.
  2. Type the following command and press ENTER: sfc/scannow (Yes there is a space after sfc) the sfc/scannow command analyzes all protected system files and replaces incorrect versions with appropriate Microsoft versions. This analysis do take some time to complete.

  Ok. I have computer I reformat. It has Windows Home XP with SP1a with IE6. I reformatted the computer with a problem until I had to download IE8. When installing IE8 I get error "located at the entrance of procedure point SHRegGetValueQ could not in the library of dynamic links SHLWAPI.dll. I can't install SP2 or install the windows update until I have IE8. I reformatted it twice, thought that maybe I did something wrong. I look for this community without anything working.   I suggest to maintain the computer in clean boot mode and check if the problem persists.
  A clean boot to check if startup item or services to third-party application is causing this issue.
