Okay, so my problems are...
(1) I downloaded a theme for the first time and when I did, it worked perfectly fine. After updating, I download the theme again and it helped, but the theme will not change the look of my browser. When I tried one of the relevant articles, I cleared my cookies and cache and downloaded the theme (A Blue Fox), installed and turned on, and it worked perfectly fine! I tried to upload another (Pink Fox), one installed and activated, but it did not work. Instead, he returned to the default theme. You do not disable a theme, but you choose another theme if you want to change the theme.
Remove button is for when you no longer want this theme.You must select a theme and then close and restart Firefox, if you want to use this theme.

On the toolbar, you sure it's the download which is the problem and not the installation? The toolbar may be browser specific (for example, it can work only on Internet Explorer), so if it is the facility that gives you trouble, you should contact the author of the toolbar for support.
If it is the download that is problematic, you can have a problem with an extension or plugin that is an obstacle to the normal behavior of your Firefox. Have you tried to disable all add-ons (just to see) to see if Firefox goes back to normal?

Looking through the massive amounts of Add-ons is a bit annoying. I always want to know how big the app is and how a memory trail I will get. I now have to download the application for size and then the search engine application to see if it is a heavy memory drag. Today, I tried a screenshot of Firefox Add-on. The first was 2.4 mb the second was 414 KB, it's a big difference. Then after searching memory, I found problems.

Whenever I have download a file, any file, .jpeg, .png, .exe, whatever it is, Firefox ignores the group policy setting, and I have to 'unlock' every single download.
This also applies to photos I click on "save image as," not just download with Download Manager.
