How can I block access to some programs for user accounts?

I try to block the user sub-accounts to use anything but a handful of programs under professional XP for my boss and have no idea how to go about on this subject in XP.  Any help would be great.

For each file that you want to block, go to the 'Security' tab and deny execute access for user accounts appropriate .exe files.

    In order to disable the Access Manager follow the steps below:

    -Click on the Windows Logo + R on the keyboard.
    -In the control run, type inetcpl.cpl
    -It will open with the Internet Options window.
    -Click on the tab content on top.
    -Click the button disable.
    -Apply the settings and close the Internet Options window.

    That can disable the Access Manager.

    If so, I suggest you follow these steps:

    (a) press Windows Key + R.

    (b) type control userpasswords2 in execution prompt and press enter.

    (c) uncheck users must enter a user name and password to use this computer.

    (d) click on apply.

    (e) enter your user name and password. Click OK two times.

    Sorry, but that is simply not possible.  Each computer doing something, if you're connected or not, each tick every millisecond it's on.  If you could freeze the process somehow, you would also freeze the processes and services that would allow you to access the network. Better, we advise to leave it alone, lock to prevent others from accessing and then do what you need to on the network.

    You must set "" permission to run on each of the Microsoft Office programs (word.exe, excel.exe, powerpnt.exe, etc.) such that the group 'Administrators' and the SYSTEM is allowed to run.  To do this, you do a right click on the .exe file, select 'Properties', then click on the 'Security' tab and change security as you wish.
