How can I disable Photoshop elements welcome Tour?

Whenever I have start Photoshop Elements 8, I'm stuck in an infinite loop of the screen "Welcome to Photoshop Elements.  There is no close button or link.  The only way I found to get past that it's by clicking on ' Show me what's new ", then"Start Tour"then clicking on the right arrow button until appears a link GO.  Then he finally closes.  I have to do this each time I start Photoshop and it's annoying to say the least.  Any help would be appreciated.

A second problem is with the 'backup/synchronization.  Somehow it got turned on, and downloaded 2 gig of my photos on it somewhere in cyberspace.  Now when I run Photoshop it still nags me to buy more space online.  Since the backup causes just an hourglass when you start elements, I had to go into the Task Manager and kill the 32 loading/synchronization process manually, then disable synchronization backup in the preferences, but always the message to buy more online space.  In addition, delete the downloaded files?  I didn't want them downloaded in the first place.

I already Miss Elements 5.0...

Or delete ALL your photos online at photoshop.com and make sure that the auto save feature is disabled.  That's what I was doing.

I have a passport for the backup disk, online backup do not need.  I found that the online backup was killing my internet.  Shortly after that I had read in a new batch of images from my camera, the internet would become very insensitive because of the backup. I all shot in RAW and have a 21MP camera, then the files are large. It took me a while to figure that out, but after turning off backup and delete the photos online, things are fine.
