  The problem is that you have a form at the bottom of the page that has a field set to 'auto '. This means that when the page loads it will automatically put the cursor in the box and of course to do that, she'll have to scroll down to it.

  Tools > Options > general (or Firefox > Options > Options > general)

  Here, in the home page section you can enter the address of the page you want to select as your homepage. If you want to select a bookmark, you can select use bookmark , and then choose a bookmark as home.

  There is a module called {module_lastupdated} and it will show the date when the web page, it's been updated, but there is no module that will display when the list of web applications within this page has been updated. It is not this kind of feature in British Colombia.

  Maybe you were referring to the implementation of a PHP application. My understanding is that most web hosting companies have installed PHP and you simply upload your .php files to your site.
