  You can do this if the Server SMTP allows you to send from a location that you are not connected via their internet service.  So if you have this permission, go to tools | Accounts | Add mail.  Then under the account of property | You want to set the server for incoming mail to the POP3 account, and then the SMTP protocol for the other account that you use to send servers.  And then indicate whether or not the server requires authentication, and if yes, then you will need to put in the user name and password for the SMTP server it.  Under properties.   XP was the last version of Windows to include it.
