  If you install on a single computer, you can go ahead and install it on the new given that you are allowed to have installed on two computers.

  If you have already installed on two computers you must disable it in the old program first, and then you can install it in the new computer.

  If you have installed on two computers and cannot turn off (bad disk hard e.g.), you can contact Adobe and let them turn off all your computers, then you can install it on the new computer.

  The purpose of providing an OEM version delivered of the software is to allow you to decide whether this software has any value to you.  If it does and you want to use the software on another computer, you buy the software as usual.

  You do want to try the demands of power between machines... they need to be installed, not transferred.  If you want to try to have the software on a different machine just install it by downloading it on this computer.  You should be able to download from your Adobe account, but otherwise there are other options available as well for example, the product page (you can download the trial version and use your serial number to activate it).

  You are allowed to have the software installed on two machines, so there is no need to remove the original machine, but you can if you wish.

  You can just install on your new PC and turn it on.  If you have two current activations, you will need to disable one before you can activate Photoshop on your new PC.   However, you can simply install Premiere Elements of the new computer and activate it. If not, then you will need to contact Adobe customer service and use the 'chat' option - they will help reset your activation:
