  I think most of the technicians know how to use a recovery partition, but the real problem for the recovery of Windows 8, it is each brand (oem) will need an installation disc for their particular model. We can install a Dell windows 7 cd on any PC OEM and after doing the updates, it will itself attest. With windows 8 you can even not windows to be installed on the PC if the disk you put in does not support security in the BIOS.  In other words, you need the proper (HP, Dell, etc.) model numbers version of Windows 8 recovery CD similarly be able to install it.
  If you are a system integrator or building a PC for yourself I think that the normal OEM cd should work as long as you you know number OEM KEY or product key.   If the laptop is one of the well known brands, he may well have a restore partition.  If you do not have a manual to the user of this computer, then go to the manufacturers website and look for the documentation.  At the very least, you should be able to find information about how to restore the laptop from the recovery partition.
