How do synchronize you PDFs in iBooks on devices (iOS 9.2)

I found an older set of instructions for iBooks on the Apple support website which reads: "If you have activated Sync Collections, iBooks will keep your PDFs (and non - books iBooks Store) in the same collection on all your Mac and iOS devices (if you use OS X Mavericks or later)."  This has never actually worked for me.  He works for others, and if so, how it appears in iBooks on your second device?  The reason why I ask is that I just got a new iPad Pro and would like to get all of my PDF files from my old iPad, but I don't want to reinstall from my old backup iPad.  All ideas welcome.

My suggestion is to download Adobe Acrobat, which is a free application. You can rename the files, sign forms, fill out forms, organize into folders etc it is much more robust than iBooks...
