How to create an administrator account?

I am the only user on my pc. Apparently I'm not the administrator and am not allowed to make changes to my settings. How can I set up an administrator account?

To resolve this problem, you can follow these steps:
Method 1:
1) press "Windows + R" to get the window run
(2) in the search box, type Control Panel
Type 3 user account) to the search bar at right
(4) select Create an account and then select another user in the laptop settings
(5) by virtue of other users, select user type to add the email address and then click Next
6) enter details like name and password e-mail alternative, security issues and the account is created

    It's actually very simple:
    Administrator account:
    1 - open a session under the new administrator account
    2. - click on the Start button.
    3 - type changes to accounts, press ENTER.
    4 - click on your main account.
    5 - click on change the account type.
    6.-s' ensure that the administrator is selected.
    7 - click change the account type.
    Remove the administrator account:
    Make 1-3 above.
    -Click the account you want to delete.
    -Click on remove the account.

    Try these steps and check the result.
    Step 1: Check in safe mode
    a. see start your computer in safe mode
    b. check if the admin user account is listed.

    Step 2: If there is no admin account, then restore the computer to an earlier time in the Windows recovery environment (WinRE)
    a. Insert the Windows installation disc in the disc drive, and then start the computer.
    b. press a key when you are prompted.
    c. Select a language, a time, a currency, a keyboard or an input method, and then click Next.
    d. click on repair your computer.
    e. click the operating system you want to repair, and then click Next.
    f. in the System Recovery Options dialog box, click System Restore.
    g. once the system restore is complete, check if the admin user account.

    What you were doing was equivalent to throw out your safe master key. Not a good idea. Here's how you can recover from this error:

    1. Set your BIOS so that it uses the DVD drive as its primary boot device.
    2. Start the computer with your Windows 7 repair CD.
    3. Press a key when prompted to boot from the DVD.
    4. Select 'PC Repair' in the menu.
    5. Select 'Repair' when prompted.
    6. When you are prompted, select System Restore.
    7. Configure Windows to a point before you disabled the admin account.
    8. Instead of disable your own and only the account admin, you now need to create, test, and document an alternative admin account, same as you have a spare emergency House key. This will save you a lot of trouble.
