Finally, I gave up running JavaScript, instead, I created another dynamic action that closes the dialog box with a later sequence (for example, it runs after the PL/SQL code).  Now, it closes the windows properly after running pl/sql clause.  Although I still wonder how to run JavaScript because it doesn't do anything, even when I create a process to run javascript directly.
