How to download a previous version specific (10.3.1)?

One of our customers has been requested by the Office of State revenue for him run a specific version of the Adobe reader software to view the documents on their site (10.3.1) but do not provide it.
10.4.1 (no later than at the time of writing) does not work with their site. Is it possible to get a copy of 10.3.1 as previous versions has only 9.5 and the FTP site only goes to 10.1.4?

The FTP site ftp://ftp.adobe.com/pub/adobe/reader/ contains all the previous version of the player, but so far Adobe does not future versions (such as 10.3.1 and 10.4.1).

The latest version of the reader is 10.1.4
