  I think the best way to accomplish what you want to do is take each picture that you want to apply the effect to and open the video in Photoshop. You may need to transcode the footage first a Photoshop format will accept.

  Inside of Photoshop you would then select the video layer in the layers panel and convert the video to a smart object and apply a combination of artistic effects and correction of color, then use file > export > render the video and choose a codec of good production so that you can still process the video in Premiere Pro or After Effects. You should be able to get fairly decent results.

This will give you more options than you can get in AE without buying third-party plug-ins 3.   There is no configuration for mapping digital singatures in the XML editor as if it were avaiable in BI Publisher > Configuration of the Administration.
