How to save a corrupt WLM front of uninstall/reinstall?

Two Win 7 x 64 bit, big problems with IE not loading, WLM (error code 0 x 80041161) does not. FixIt MS does not (error code 8104FE2C); Restore points disappear (perhaps due to System Mechanic blunders around like an elephant in a China shop); System Restore won't work; programs freeze frequently; have a Win 8 x 32 bit works (fingers crossed); want to save the contacts to WLM, but cannot see how to do it when WLM will not charge power to back it up. If it was as good as the relatively easy to manage Outlook Express, there is not a problem, but MS seems to be just as difficult as possible to maintain a reliable work computer. The search for solutions online product advice WLM contacts on %localappdata%\Microsoft\Windows Live Contacts but that does not compute.  Search Explorer cannot locate. Command entry BACK does not work either. How the devil who is supposed to work?

It seems that the reasoning of boffin MS to do what should be easy access to the places of the desperately needed data for rescue missions is ogre-nise complexity and obscurity for fun? If the purpose is to prevent novices being able to locate essential data for relatively easy fixes?
I spent weeks trying to fix those problems. None of MS repair tools work. None of the repair of system tools or third-party registry is not working either.
