How to transfer ownership

I have a dell latitude 10 st2e but need to tranfer property

also power switch flashes and it won't start

and I don't have any software to do a reinstall if I need to

can anyone help

You can transfer the property depends on several factors.  More important still, system and the parts must be available in your country.  If this is not the case, the system should return to his country, he bought for support.  Here is the link to the form.
