  Click the Start button and click on your username at the top.

  Massive rearmament of the hidden attributes can be done by right clicking the (my pictures...) the list and select Properties.

  That's the problem, I think.  Is it possible, that the photos are starting to fill all the storage available on your iPhone and all the photos will be immediately optimized? Then again new photos must be downloaded on iCloud until you can use them.

  I think the problem is that you must copy and paste the box selected on a new layer as follows:

  (1) here, I have an image.

  

  (2) create a selection box that you want to be feathered.

  

  (3) go in modify > feather.

  

  (4) set the RADIUS and click OK.

  

  (5) without rid you of your selected area, press command-C to copy the selection. Then click Control V to paste it. It will automatically appear on a new layer.

  

  (6) in the layers panel, click the eyeball next to the original photo (for me, 1 layer) to hide. You will now be able to see your image at feathers.

  iCloud is a synchronization system, not just external storage.  Once you turn on photo library all you do with a photo is on ALL of your devices (including remove them).  See the last section in this article on how to recover pictures that you inadvertently deleted:
