  You can do this if the Server SMTP allows you to send from a location that you are not connected via their internet service.  So if you have this permission, go to tools | Accounts | Add mail.  Then under the account of property | You want to set the server for incoming mail to the POP3 account, and then the SMTP protocol for the other account that you use to send servers.  And then indicate whether or not the server requires authentication, and if yes, then you will need to put in the user name and password for the SMTP server it.  Under properties.   Are you sure you search after clicking on "Add / Remove Windows components.
  The point of the option to be clicked is located in the left panel of the window!

  You post in a forum of Vista and Outlook Express last used in XP. If you mean Vista Windows Mail, unless you have removed the account, just open the program and use it. You can remove WLMail whenever you want. It is a part of the programs in the window Live Essentials Control Panel uninstall section.

  You can not. Outlook Express disappeared for several years. Windows
  XP was the last version of Windows to include it.

  OE downloads the messages from the server and has no capability of blocking incipient unless you set rules for such.  So if you get any messages, they are likely in junk e-mail on the server (that OE does not have access to) and you must go to Webmail to access the server, then you can go to the Junk folder and find messages that you do not receive.  OE has no control over the filtering server - you can adjust on the server via webmail.
