  3. What is the brand of your laptop?
  4 did you go to the device manufacturer's Web site to download the latest drivers?

  I suggest that you follow these steps and check if the problem persists.

  Step 1:

  Update of your webcam drivers and check if the problem persists.

  Step 2:

  Uninstall and reinstall Cyberlink and check if the problem persists.

  Step 3:

  Test the issue in a clean boot State.

  Note: Follow step 7 to your computer as usual.

  Could you take a look in your programs and see if you have a program called Cyberlink youcam

  If you got this click on it and it should open the software and turn on the blue light at the top in the middle of your screen

  so if it works then try Skype and go into the settings and try to change the settings to use cyberlink
