I have a new email provider. Do I have to download any new or can I use the files I already have?

I just got Lelantos. I want to ad encryption. I am currently using Thunderbird with Enigmail

nothing to do with encryption is messy and the instruction requires more than the average user. This is the main reason for S/Mime encryption built-in in most email clients has not taken off.

BTW, S/Mime is a better place to start in my opinion than PGP, but it relies on both sides with a digital certificate to the email.
