I have problems to access Web sites

Having problems connecting to some Web sites. When I now try and access it I just get a message "Internet Explorer cannot display the webpage"

Never had problems before, and he seems to be the same thing with ALL the pc's on my network. If I connect with the same laptop but via a different ISP or on another network I can access the site, so I don't think it's my phone.

I tried to type in ipconfig/flushdns at the cmd prompt.

When I pressed the space bar it just cam this
"The requested operation requires a rise."
I am running windows Vista
Also when I ran a "ipconfig/displaydns" command I saw one of the websites listed and one was wearing the website name with "isdownerblocked.com".
What this means, or is it any help to solve the problem?
 
I am currently using Virginmedia as my ISP.

    I had this problem for a long time, with several computers and various installations of windows.

    After my computer has been for a few days, I'll suddenly find me unable to access all the web pages. Programs like MIRC, Skype and steam work perfectly, like online games. I just get a generic "unable to connect to the server" error when you try to access Web sites and I cannot ping all websites such as google.com (it instantly timeouts).
