  Yes, this is the right file you have there, it's one of the 2 files (.exe and .7z) which is available for download under your Adobe account, once you have downloaded the second file (the file name of the second file will be PhotoshopElements_13_LS25_win64.exe), keep the two together under a folder and run the .exe file.

  It should start to extract the files needed to install the product and create a folder called Adobe photoshop elements 13 in the office.

  Go to the desktop and open the folder and run the setup.exe file to start the installation.
