  Try turning off JavaScript under settings - Safari - Advanced.

  What do you mean by 'repetition '?

  You use two phones? Or did you give the old phone to someone else? If you use two phones, one ID on both Apple is probably than most people. Before you give or sell an iOS device, you must sign in iCloud in settings > iCloud and restore the device as good as new.

You can transfer iTunes downloads to another account, or to merge accounts - all downloads are permanently associated with the account that has downloaded (if only this account can potentially re-download purchases, downloads of updates of its applications, authorize such purchases on iTunes from the computer, and make in-app purchases in them).

I tried refreshing and also open a new tab and then go to any sites.
  This problem is on another PC than the one I'm on now. It has the version 21 and is Window 7 Home Premium. I pasted the info from this PC troubleshooting.
