SOLUTION:
In my case I had to uninstall the Adobe Edge inspect exe (Windows) of the control panel. Uninstall the Plugin Chrome and quit the installer of creative cloud.
I then restarted the CC Setup program, then I'm went to the Adobe download page inspect, clicked on the download button, THEN installed the Plugin Chrome.
I guess that when in doubt, reinstall everything.

Make sure that you have the latest Adobe Acrobat Reader DC (Adobe Acrobat Reader DC install for all versions) installed on your computer to use the services of export to PDF as the older version of Reader support any more.
Alternatively, you can use services online at https://cloud.acrobat.com/exportpdf

I paid for a monthly plan and I was able to convert word to PDF.
When I try now all I get is a request for UPGRADE and I can't convert to PDF format.
Is this a way to get more money and no service.

I see - you have access to the service through Adobe Reader. Have you tried the web interface (https://cloud.acrobat.com)? The error you describe was reported with the most recent version of the player, and it has been reported to engineering. If you are still having difficulties to access your subscription via the player, please try the web interface. You should not have problems to connect it.

If you purchased the version of LR 6 upgrade then when you install and run for the first time it asks you to Sign In. You must sign in with the same Adobe ID you used to buy it. Then once it's a window will appear asking for a serial number. In this window, you enter the serial number LR 6 What adobe sent you. Then once that went into a second serial number box will appear asking for a serial number from a previous version. Then you enter the serial number LR 2.
