  Contribute 6.5 is the current version and Adobe sells only current versions.

  Unfortunately, contribute CS3 is too old to be eligible for an upgrade. Only CS4 and most recent are eligible.

  You will have either to pay full price for CS6.5 or find another software solution.

  There is no way to upgrade from versions CS4 to CS6. You can only upgrade to CS6 of CS5 +.

  If you wanted CS6, you will pay full price.

  The cloud is a viable option, and you can get a discounted rate for the first 12 months. After that, you pay the normal price. Just keep in mind that the cloud is subscription only. When you stop paying your monthly fees, the software stops working.

  It's really up to you and how you use the software as to if the cloud is interesting for you. Maybe download the demo version and take it for a spin for free for 30 days.

  Someone needs to open the file in CC and save in a compatible version of CS6. CS6 can open older versions, without data loss, but not the files of CC.
