  I'm used to be able to receive and send emails from outlook express. However, recently, I was asked to provide my ID and password of windows security and it will not connect despite numerous attempts. Then I changed my setting, the port number SSl etc, and every time I get a different error message.   You cannot convert an existing account, but you can set up your Yahoo as IMAP account in parallel to the existing POP account. See

  You have corruption of dbx files.
   
  Spend most of your messages out of the Inbox and move the messages you want to record off deleted items, and sent items. Locate the OE message store and then close OE.
   
  Tools | Options | Maintenance | Store folder will reveal the location of your Outlook Express files. Note the location and navigate on it in Explorer Windows or, copy and paste in start | Run.
   
  In Windows XP, Win2K & Win2K3 the OE user files (DBX and WAB) are by default marked as hidden. To view these files in Windows Explorer, you must enable Show hidden files and folders under start | Control Panel | Folder Options icon | Opinion, or in Windows Explorer. Tools | Folder options | View.
   
  With OE closed, find the Deleted Items.dbx and Sent Items.dbx files and delete them. New files will be created automatically when you open OE.
   
  Compact all folders as described below.

  10 iOS update resets some parameters according to me.  It worked for me to go to Options - LTE data - cell - cell settings enable and toggle either 'Off' or 'Data Only'.  Texting non-Apple do not seem to work if "Voice & Data" is selected.
