Hey Leejones
Welcome to the Microsoft Community Forum.
For you explain windows defender is built this antivirus program in windows 8. When you install a third-party antivirus program, automatically the windows Defender will be disabled and you will not be able to turn it on, until and unless you uninstall the third-party antivirus software.
Please refer to the below section of Wiki mentioned by Stephen Boots

I deleted the windows defender and you want to restore
There is this software on my computer which safely remove files... I thought that it wont remove windows files. but when I tried on windows defender in program files, it has actually deleted it. I didn't modify other files dll. is possible that I can get this windows defender main .exe file. If someone (of confidence) could download this specific file to google docs and share me the link so that I can download and put it in my computer, while the windows Defender will work again.
Thank you
Fatah68,
If you have removed Windows Defender of Program Files folder, you can use the System File Checker to replace any missing files:

Hope that helps!
