Impossible to stop mac pro book

Since last week, I have been unable to stop my mac pro book and manually press the power button. When you try to use the close option under the Apple, the desktop icon and the dock are visible, but the toolbar is missing. The spinning gear icon that usually appears to let me know that the computer stops is also absent. My computer seems to be in limbo, and I have to manually close the TI in holding the power button. When you restart it, there is an error message indicating that there was a problem during shutdown of the previous session. There is no clear program that is running that I would be able to force them to leave. How can I determine what might be suspended from the computer and do not allow me to shut down the computer properly?

Try using Ctrl + Option + ⌘ + Eject - it should shut down the system if the keyboard works
