  Full development edition does not include the Application Builder. It is explained in the LabVIEW product information. You can buy the Application Builder separately, or use the professional edition.

What do you mean by 'different '? Have you checked the LabVIEW development environment and the Application Builder have been activated?   Last week, I downloaded and installed the latest Oracle Developer Suite 10g on windows 7 Professional 64-bit, I have the last jinitiator, last jre etc. I am able to connect to the database of forms, I created the shapes and backed up when I run the form, it opens the web browser and displays "no plugin available to view this content.
