It is the combination of the Panel to manage and control the unique ID: as you know, you can load the same panel more than once, so even if you recover the full chain of PANEL_CONTROL you have duplication. items that exactly identifies a particular control in a particular group are the combination control panel manage AND panel_control ID.

  On the one hand which guarantees more flexibility to your application, you can design only a few panels and reuse them whenever you want, even having some of them loded several times in the same instant.
