Issue of Adobe Illustrator Version of CC 17.1.0 paved digital (64-bit)

For some time, I work with the English version of Adobe Illustrator CC on a Windows pc with a Dutch keyboard (layout U.S. international). Now, that's the problem I meet: when I previously (in Adobe Illustrator CS4 which is) drew a box with the tool (M) Rectangle, I could enter numbers using the numeric keypad. Entry 2.5 resulted in a box of two years and a half milimeters (wide angle). Recording 2.5 (via digital) in Illustrator CC results in a box of twenty-five milimeters (wide). In other words: the point is neglected. My guess is that this has to do with the fact that the point (2.5) must be a comma in Dutch. When I use the regular comma (QWERTY keyboard), it does not. Therefore, the language settings.

No idea if it is possible to work around this problem, except change language Dutch to English (Windows)?

You should be able to sort in the regional/language settings on the PC.
