The hidden KGLLATCH_COUNT parameter controls the number of library cache locks

There is a parameter of initialization of Oracle database hidden called kgl_latch_countwhich behavior of controls with respect to the number of locks to cache library created in the Oracle database. By default, this value should not be changed because it is sufficiently defined in most cases. In case there should be a library cache contention problem and no further appeal is available to resolve the contention with the library cache latch, this value can be increased.

This setting is not documented and should not be used, I suggest elevation SR and comfirm with oracle support. Please also update :)
