  It is not at all what you mean by the 'toolbar '.   You use Windows Mail in Vista?  If so, you can search the *.eml try to locate emails (see www.oehelp.com/backup.aspx#wm for background), but you will need to provide more information, because it is not clear if you do not see the files or toolbars in WinMail (try to view |) Page layout) or if your all start menu disappeared.  You can also try a system restore, but it seems that you should also check for viruses and malware, according to your description.

  On behalf of email configuration, you don't "make things upward. All information must be accurate and approved by your ISP.
  You must as a result of your Internet Service Provider (ISP)...
  Your user name
  Your E-mail address
  Your password
  Name of the incoming server
  The name of the outgoing server

  After graduating from those, ask if the person can help you set up the email account. Once I got a new ISP and I also need help to connect to the wireless connection. I gave permission to access my computer remotely, and the person has had enough to set everything to me.
  If this is not possible, ask if there is a site that can teach you how to set up the account.

  Some messages are not complying with the standards of the Internet and the images do not show before their delivery.  You can overcome this by transmitting the message as an attachment instead, and then the images will be intact.

  I found a solution but it takes several steps, and the average user will never know how do it.

  (1) when your Hotmail account is opened in Windows 8 press the keyboard windows key and the letter 'I' at the same time.

  What is a POP3 account? If Yes, you can certainly remove the account, restart and add it again. No messages will be lost.

  I did export and then used the other program you suggested to compact the database, and finally I could work on my mail.  I could even delete nearly 1000 emails in the deleted files folder. Before it would just give me an error message.

  Therefore, identity #2's mail, but I can't download it.

  Connect ID 2 in OE and then go to tools | Accounts | Mail | Properties | Advanced and check the leave a copy of the mail on the server.  Then you can download the mail on both computers.  Otherwise the download of one deletes the messages from the server and the second computer will not get the messages.  You must do the same for the Vista machine and set it to leave messages on the server and then sets one of them to delete messages after a number of days so that they accumulate.
