PC wouldn't boot - beeps - can any forum members please help?

I have an PcPwhich will not boot and just emits a series of beeps. I contacted HP support, but they are not helping because it is out of warranty. The members of the forum you will suggest how to proceed...

operating system: Microsoft Windows XP Media Center Edition
description of the problem: when I turn on the computer it does not start and emits continuous about 3 second beeps separated by approximately 2 second gaps.
The motherboard has AWARD BIOS.
I looked at the beep codes for the BIOS on the HP site that says
Continuous beep without pause = serious related problem of the system such as overheating of the CPU.
It is not clear if this meens a continuous beep or an endless series of beeps.
I looked inside of the case and the fins under the processor fan are very clogged with dust and lint, upward which means that the airflow to the CPU has been very poor.
What are these beeps indicating?
What is the overheating of the CPU?
The CPU is likely to be damaged?
The motherboard has a certain type of cutting to protect the CPU overheating?
If I remove the cooler, clean mud, clean the old thermal paste and replace the cooler new thermal paste, what might solve the problem?
Is there anything else that could cause this and how to solve it?

I'm not sure what good the signal power is supposed to do. I tried a web search, but I found no good explanations.

Sorry to be the bearer of bad news, but your Maplin power supply Tester is pretty much worthless. It only said the advertising.

Unplug the power connector on the PSU.  Remove and then reinstall the memory modules. Give each module in the same slot DIMM you removed since.  Connect the power connector to the power supply and press the power button to see if it will boot into Windows.

Please post your results.
