  Transfer from one machine to the other Adobe applications will not work.  You must install using the installation files and the serial number, you have the initial purchase.  It is possible that a program as old as PSE 8 won't install/work with a new operating system.

  You can contact the Adobe Support via chat and ask them to reset your activations.  If you have only one machine with the installation, your license allows you to have two machines with facilities activated, so you should be able to install on the new computer without taking any position if you wish.  If you were to ask the reset after install you / activate on the new machine and then who is also disabled (you can turn it back on).

  No license is valid for the version for which it was originally awarded.  You won't be able to use it to activate a different version.  You might be able to use it to serve an eligible version when you activate an upgrade version, but you still have to pay for the upgrade version.
